Enclosed is a copy.of the onsite emergency preparedness exercise scenario to be used in the, February 17,1982 joint full-scale exercise for the Beaver Valley Power Station emergency planning zone. The scheduling of this exercise was coordinated by the Pennsylvania Emergency Management Agency with the states of Ohio and West Virginia and with the Federal Emergency Management Agency. The Pennsylvania Emergency Management Agency (PEMA) is compiling the joint scenario package which is to be submitted to FEMA. The state of Ohio has indicated that they will make a separate submittal for their scenario package. The major time sequences (escalation points) were coordinated with all of the offsite agencies in a meeting on December 8, 1981.

The enclosed package contains the preliminary scenario objectives and the preliminary scenario sequence of events. The remaining sections of the scenario package are under development, and these and any revision will be submitted when they are completed. We are submitting this preliminary material at this time in response to a request by Mr. Ed Wojans of your office. We will expect that the attached scenario will be handled on a need-to-know basis, to prevent distribu-tion to exercise " players".

Mr. John D. Sieber, Manager Nuclear Safety and Licensing, has been desig-nated as the Duquesne Light lead controller. All correspondence regarding the contents of the scenario package should be addressed to Mr. Sieber.
