SUBJECT:
PHYSICAL SECURITY INSPECTION AT THE DAVIS-BESSE PLANT
This refers to the inspection conducted by Mr. G. L. Pirtle of this office
between November 1-12, 1993. The inspection included a review of authorized
activities for your Davis-Besse Nuclear Power Plant. At the conclusion of the
onsite inspection, the findings were discussed with those members of your
staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations of
activities in progress. This issue will be addressed by separate
correspondence at a later date.
No violations of NRC requirements were identified during the course of this
inspection. The security organization was well managed and personnel were
knowledgeable of their duties and responsibilities. A need for increased
maintenance support for certain elements of the closed circuit television
system was noted and is addressed in the attachment to this report.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room. The material enclosed in the attachment to this report
contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure
to unauthorized individuals is prohibited by Section 147 of the Atomic Energy
Act of 1954, as amended.
Therefore, the attachment to this report will not be
placed in the Public Document Room.
