Technical Specification for the South Texas Project This letter is to confirm con'versations between our staffs concerning the deletion of the Technical Specification from the Final Safety Analysis Report (FSAR).
A request was made by your st'aff to determine whether or not the NRC staff would approve the deletion of the Technical Specifications from the FSAR with a comitment by Houston Lighting and Power Company (HL&P) to submit new Technical Specifications at some point prior to construc-tion completion and fuel load date. The bases for the request are the expected large slip in the construction schedule and elimination of work in changing the Technical Specifications when changes are made to other Sections of the FSAR.
The NRC staff has no objection to the deletion of the Technical Specifi-cations at this time. You should indicate this by Amending page 16.0-1 of the FSAR to delete the current pages of the Technical Specification Volume of the FSAR and indica'te your comitment to provide new Technical Specifications that will comply with the current NRC requirements 18 months prior to scheduled construction completion.
It is our understand-ing that this date can be established after Bechtel Power Corporation completes its cost and scheduling review in mid-July 1982.
