By letter dated May 18, 1990 (Serial Number 1809), Toledo Edison submitted an exemption request from 10CFR50 Appendix R, Fire Protection,Section III.G.2 regarding the separation of redundant safe shutdown components within the containment annulus of the Davis-Besse Nuclear Power Station (DBNPS). This exemption request was based, in part, on the existence of radiant energy shields which separate redundant trains of safe shutdown circuits within the containment annulus. These shields are made in part of Thermo-Lag 330-1 fire barrier material.
By letter dated February 24, 1993 (Serial Number 2118), Toledo Edison summarized ongoing industry and NRC efforts regarding Thermo-Lag 330-1, and stated that additional information in support of the exemption request is expected to be submitted by November 1, 1993. As discissed in a conference call with the NRC staff on October 29, 1993, there has been a delay in the start of the second phase of the industry test program. This delay is due in large part to the need to re-evaluate l
the scope of the testing to account for lessons learned from the first phase of the test program. Based on these changes in the schedule for the industry resolution of the Thermo-Lag 330-1 issue, Toledo Edison's schedule for submitting additional information in support of the exemption request vill be delayed.
Additional information in support of the exemption request is nov expected to be submitted by March 31, 1994.
In the interim, Toledo Edison believes that the Thermo-Lag radiant energy shields will perform 1
their intended function. Toledo Edison plans to continue to review I O1 industry testing results to verify the capability of the Thermo-Lag radiant energy shields to perform their intended function.
