10CTR50 Appendix R Epemption Request for the Containment Annulus (TAC Numberr60995)
Gentlemen:
l By letter dated May 18, 1990 (Serial Number 1809), Toledo Edison submitted an exemption request from 10CTR50 Appendix R, Fire
-j Protection,Section III.G.2 regarding the separation of_ redundant safe shutdown components within the containment' annulus of the Davis-Besse Nuclear Power Station (DBNPS). This exemption request was based, in
.l part, on-the existence of radiant energy shields which separate
~
redundant trains of safe shutdown circuits within the containment annulus. These shields-are made of Thermo-Lag 330-1-fire barrier 1
material.
j Since the submittal of Toledo Edison's exemption request, Thermo-Lag 330-1 has become the subject. of several NRC Information Notices, a l
Bulletin and supplement, and a Generic Letter-regarding its fire endurance capabilities.- Information Notice 92-82, Results of i
Thermo-Lag 330-1 Combustibility Testing, dated December'15,~ 1992, refers to the use of Thermo-Lag 330-1 in radiant energy-shields. As discussed in Generic Letter 92-08, Thermo-Lag.330-l' Fire Barriers, dated-December 17, 1992, the NRC Staff is continuing to reviev-technical issues associated with Thermo-Lag 330-1 material. 'In addition, the Nuclear Management and Resources Council is working with the NRC on developing appropriate fire test and ecceptance-criteria for an industry test program for Thermo-Lag 330-1 material.

Based on the ongoing industry and NRC efforts regarding Thermo-Lag
[
330-1, Toledo Edison plans to submit additional information in support of the exemption request. This information is expected to be submitted by November 1,1993 vhich should allow suf ficient time for completion of industry testing and evaluation of Thermo-Lag 330-1 fire barrier material.
In the interim, Toledo Edison believes that the Thermo-Lag radiant energy shields vill perform their intended function. Toledo Edison plans to continue to review industry testing results to verify the capability of the Thermo-Lag radiant energy shields to maintain circuit integrity.
Should you have any questions or require additional information, please contact Mr. Robert V. Schrauder, Manager - Nuclear Licensing, at (419) 249-2366.
