This letter forwards Revision 40 to the U. S. Nuclear Regulatory Commission (NRC) approved August 1983 " Physical Security Plan, San Onofre Nuclear Generating Station, Units 1, 2, and 3," for NRC review under 10 CFR 550.54(p)(2).

Building material construction, intrusion detection systems, and alarm assessment capabilities are being designed to meet or exceed the current standards of the approved Physical Security Plan (PSP).

Because the descriptions of changes are derived from the conceptional engineering package, the final construction description may be subject to revision.

Therefore, milestones will be formally submitted to the NRC as they occur.

As presented at the referenced meeting, the Service Building Project construction will begin with the closure and removal of the South Security Processing Facility in January 1994. Also during the first quarter of 1994, construction of new buildings will commence. Activation of the new protected area barrier, which includes the new south processing facilities (personnel and vehicle) is scheduled for the fourth quarter 1994.

The description of construction activities will be submitted to the NRC as addenda to Chapter 10 of the PSP as milestones occur.

-I Accordingly, enclosed are four copies of Revision 40 textual changes for review.

Two copies are also forwarded by this letter to the Regional Administrator, NRC, Region V.

The changes described in the attachments to the enclosure do not decrease the overall safeguards effectiveness of this plan.

The attachment to the enclosure contains " Safeguards Information" and must be prciected under 10 CFR 673.21.
