DOCKETS 50-256 AND 50-301 GENERIC LETTER 89-04 FOLLOW-UP POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Our initial response to Generic Letter 89-04 was dated October 3, 1989.
In that letter, our response to Item 11 indicated that for equipment which needs to be added to our IST program
... implementing procedures and other support documentation will be in place by December 1990."
As our IST program scope review has progressed, we have identified portions of some systems containing components that potentially need to be added to the Inservice Test Program.
On several of these systems, we have identified the need for special testing or system modification to implement testing procedures.
In some cases, relief from code requirements may be needed.
The systems identified with these difficulties are:
1.
Boron addition portions of CVCS 2.
Component cooling water for accident mitigation 3.
Service water to HVAC in control room, cable spreading room, AFW pump area, SI and containment spray pump area, and RHR pump area 4.
Chilled water to control room and cable spreading room HVAC 5.

I NRC Document Control Desk October 29, 1990 Page 2 Because the overall testability of these systems have not been fully ascertained, we will not be able to complete the implementing procedures associated Lith these systems by December 1990. _Please note that implementing procedures for our other systems and components are in place, or will be in place by December 31, 1990.
Since we cannot meet the implementing procedure completion date for the specific systems and components listed, we are changing our commitment date for these systems from December 31,_1990 to April 30, 1991.
At that time, we expect the implementing procedures for these systems and components to be campleted.
While'our initial program review is complete, as we translate program review;results into program changes, additional systems-or_ components may be found that are in the same category as those listed above.
We will notify you if any such systems or components are identified.
We: expect to submit.our updated. Inservice Test Program to you in December 1990.
To date,-as demonstrated by our continuing correspondence regarding Generic Letter 89-04, we have completed seven of the ten items applicable to pressurized water reactors.
LItem 3, full flow pump testing,-is awaiting plant modifications
-and is expected to be completed on the schedule previously reported.
Item 5, which is partially completed, requires a functional' evaluation of the purge supply and exhaust valves as
