The regulatory oversight of THI-2 by the NRC has included a review of instrumentation available to monitor the radiological conditions inside the reactor building. Presently there is no particulate airborne monitor capabic of continuously nonitoring reactor building airborne conditions when personnel are working inside the reactor building.

I have verbally discussed with various GPU personnel the desirability of establishing a particulate air monitoring system, with alarms, that could be used to detect unexpected changes in reactor building radiological conditions when personnel are in the building. Such a system may provide timely detection of degrading conditions permitting personnel to take early corrective action.

Based on present levels of personnel activities inside the reactor building, present airborne monitoring practices are marginally acceptable to meet the NRC monitoring requirements of 10 CFR Part 20.103, 10 CFR Part 20.201, 10 CFR Part 50, Appendix A, General Design Criteria 63, ano the guidance of Regulatory Guide 8.8.

As personnel activities in the reactor building become more frequent and complex, improved nonitoring of reactor building airborne conditions is necessary.

It is recognized that as radiological conditions change in the reactor building that monitoring systems may also change. At the present time an acceptable interim system would be a particulate airborne monitor, with appropriate alarm capability, installed in the reactor building purge system exhaust upstream of the HEPA filters.

You are requested to provide, within 45 days, your plans for upgrading systems for monitoring reactor building airborne conditions.

Your submittal should include the following:
