Dear Mr. Seidle:
The purpose of this letter is to provide a status report on the investi-gation into a potential 10CFR50.55(e) matter concerning the diesel generator thermostatic valve. Kansas Gas and Electric Company reported this problem to Region IV of the Nuclear Regulatory Commission on June 22, 1982.
The potentially defective thermostatic valves are used to control the diesel cooling water temperature. The unit has a spring restrained between two end pieces whose length and " breakdown" is set by an axial bolt and nut.
If the nut backs off, then the length of the assembly results in a valve stroke not generated by the thermal assembly. This additional stroke makes the unit control at lower temperatures, thus overcooling the system.
Engine damage could occur with lcw raw water supply temperatures. The design was changed in 1977 to require the nut to be soldered to the bolt to prevent the nut from backing off.
However, it is possible thac some units supplied to nuclear plants were of the older design. Colt has filed a 10CFR21 Report on this matter.
The Architect / Engineer is developing a rework plan to inspect the thermostatic valve units that were furnished with the Wolf Creek diesel generators. The inspection will determine whether or not the units have the above-described de fect.
The status of the inspection and any necessary rework will be reported to you on or before September 23, 1982.
