Implementation of Programmatic Controls for Radiological Effluent Technical Specifications-l (RETS) pursuant to Generic ; Letter GL. 89-01, dated January 31, 1989 i

By letter dated October'8, 1993, GPU Nuclear Corporation, submitted to the U.

S. Nuclear Regulatory Commission (NRC) the subject request for an amendment-to Appendix _ A of Facility-Operating License DPR-16.

The submittal proposes:

(a)

To delete portions of the OCNGS RETS and relocate them to com rolled programs in accordance with guidance contained in NRC 's GL 89-01.

(b)

Upon receipt of the license amendment for TRCR No. 206 (subject submittal), to submit a separate TSCR to incorporate 10 CFR 20 changes into the Technical Specifications and the Offsite Dose Calculation Manual (ODCM),- and to include proposed changes to those sections of RETS that still remain in the OCNGS Technical Specifications.

Energy's Burcau of Nuclear Engineering (BNE)' reviewed the-above l

amendirent in accordance with the requirements of 10 CFR 50.91(b).

Based on this review, the BNE agrees that this change does not constitute a significant hazards consideration.s. The : BNE _ also agrees with the licensee that the Staff review be expedited so that the licensee can incorporate the more important 10 CFR 20 '(as amended, December 8, 1992) changes.which affect: the OCDM, -and are scheduled to become effective on January 1, 1994.
