U. S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region V 1450 Maria Lane, Suite 210 Walnut Creek, California 92596-5368 Attention:

Mr. R. H. Engelken, Regional Administrator

Dear Sir:

Subject:

Docket No. 50-361 Licensee Event Report No.82-065 San Onofre Nuclear Generating Station, Unit 2 Pursuant to Technical Specification 6.9.1.12.b, this letter confirms our prompt notification of the resident inspector this date, of a reportable occurrence invcsiving Limiting Condition for Operation (LCO) 3.7.5 on the Control Room Emergency Air Cleanup System.

At- 0710, July 11,1982 while operating in Mode 4, both trains A and B of the Control Room Emergency Air Cleanup System were declared inoperable for a period of 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
and 40 minutes.

Since the action statements associated with LCO 3.7.5 do not address both trains out of service in Modes 1 through 4, plant cooldown was commenced at 0805 in accordance with specification 3.0.3, within one hour after declaring the second train inoperable.

Train B was restored to operable status at 0940 by freeing a Jammed relay in the refrigerant compressor starting circuit. Train A was restored to operable status at 1900 by replacing a defective compressor motor bearing temperature module. Our investigation into this occurrence is continuing and our follow-up report, including a completed LER form, will be provided to you no later than July 23, 1982.

Sincerely, cc:
