In October 1993, the NRC administered requalification and initial license examinations at the

j

Calvert Cliffs Nuclear Power Plant, Units 1 and 2. All operators and candidates passed their

(

examinations.

From October 4-7,1993, the NRC reviewed with the Calvert Cliffs Training Department

both the proposed operator requalification examination and the proposed initial examination.

The facility incorporated the NRC comments into the requalification examination. Problems

identified with the proposed initial examination were resolved satisfactorily prior to the

examiners leaving the site.

From October 12-13,1993, the NRC administered requalification examinations to two

reactor operators and two senior reactor operators. Because only four operators were

evaluated, the NRC was not able to evaluate your requalification program in accordance with

the criteria of NUREG-1021, ES-601. The four operators passed the written, walk-through,

and simulator portions of the examination based on NRC's grading of the examination.

The requalification examination was conducted in accordance with Revision 7 to NUREG-

1021, " Operator Licensing Examiner Standards," ES-601. The purpose of this examination

was to examine the four individual operators to determine if they would satisfy the regulatory

requirement of passing an NRC- administered examination prior to license renewal. At the

conclusion of the examination, generic findings regarding improved Job Performance

Measures, minor procedural problems and overall improved written and simulator

examinations were discussed with Mr. % nderlich, Mr. Millis, and members of your staff.

From October 25-29,1993, the NRC administered examinations to eight reactor operator

candidates and two senior reactor operator candidates who had applied for licenses to operate

the Calvert Cliffs Nuclear Power Plant, Units 1 and 2, facility. All ten candidates passed

their examinations and were issued licenses. On October 29,1993, the examination

observations were discussed with Mr. Wenderlich, Mr. Hill, Mr. Millis, and those members

of your staff identified in the enclosed examination report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and

the enclosure.s will be place in the NRC Public Document Room. Should you have any
