Docket No. 50-482 mvater 22,1993 Mr. Neil S. Carns President and Chief Executive Officer Wolf Creek Nuclear Operating Corporation Post Office Box 411 Burlington, Kansas 66839

Dear Mr. Carns:

SUBJECT:

WOLF CREEK GENERATING STATION - POSITIVE REACTIVITY ADDITION; 1

TECHNICAL SPECIFICATION BASES CHANGE (TAC NO. M85268)

The staff has incorporated the revision of the technical specification Bases provided by your letter of December 22, 1992, into the Wolf Creek Generating Station Technical Specifications. The revision clarifies the terminology related to reactivity control by specifying that the addition of water into the reactor coolant system shall not be considered to be positive reactivity additions as long as the boron concentration of the added water is greater than or equal ta the requirements for the refueling water storage tank.

The staff has reviewed the changes and find the revisions to the associated technical specification Bases to be acceptable.

Pages were adjusted to accommodate the overflow of text because of the lengthy inserts. The overleaf pages are provided to maintain document completeness.

This completes the staff's activities related to TAC No. M85268.

Sincerely, i

William D. Reckley, Project Manager Project Directorate IV-2 Division of Reactor Projects III/IV/V Office of Nuclear Reactor Regulation
