Operations Review (88020)

Due to time restraints, the inspection of this area was primarily focused s

on a nontechnical review of the current status of 0&D activities associated with the High Temperature Gas Cooled Reactor (HTGR) fuel 4

fabrication facility in Building No. 37 (SVA).

The inspection also included a physical review of selected laboratories that have received NRC confirmatory release surveys, and have not been deleted from GA's license pending further NRC review.

SVA On October 11, 1990, the inspector and NMSS staff met with GA personnel, along with representatives of Bechtel National, Inc.

(BNI) and Valley Pines Association to discuss radiological release i

l and licenting criteria associated with D&D activities at SVA.

i Although the licensee's SVA Decommissioning Plan was still under NRC review, the ARC staff informed the licensee and other representatives that routine decontamination and equipment removal

for disposal could be performed under their current licenst; however, the interim release criteria for facilities would be based on the technical basis contained in NVREG/CR-5512. " Residual Radioactive Contamination from Decommissioning." -

The inspector and NMSS staff toured the SVA facility with GA and BNI representatives.

Theinspectornotedthatnomajorchangeshad occurred since the last inspection.

The licensee was in the final stages of testing the dry waste shredder / compactor volume reduction system.

Testing was being performed on non-contaminated materials.

The inspector also noted that the SVA exhaust ventilation system:

maintained operational.-

The facility's fire suppression system and and other safety equipment were also being maintained in service.

House keeping appeared good on the areas toured.

The licensee has estimated that about 720 grams of special nuclear material (SNM) may remain in the exhaust ventilation system. The licensee'sanalysisfordeterminingcriticalitycontrolsformajor work zones during D&D activities had not been completed.

The licensee plans to incorporate their analysis in their D&D work ~

control procedures.

Other Areas Selected laboratories that the licensee has requested to be removed from the license were also toured by the inspector and NMSS staff.

The potential for cross contamination between the laboratories of interestandadjacentareaswasdiscussedwiththefacility engineer.

No apparent concerns were identified, however re thelaboratoriesfromthelicenseisstillunderNRCrevIew. moving The inspection also included a brief tour of the TRIGA Fuel Fabrication Facility, Hot Cell Facility, Chemistry Building and Building 41.

No operational concerns were identified.

House keeping in the hot cell operating area indicated improvement since l

the last inspection.

No problems were noted with criticality control practices or posting of criticality control limits.

No violations or deviations were identified.

Exit Interview (30703)

The inspector met with the licensee representatives, denoted in Section t

l 1, at the conclusion of the inspection on October 12, 1990.

The scope and findings of the inspection were summarized.
