License Amendment Request 93-18: Wide Band Operation and Core Design Enhancements (TAC No. M87849)

Gentlemen:

North Atlantic Energy Service Corporation (North Atlantic) has enclosed herein License Amendment Request 93-18. This License Amendment Request is submitted rursuant to the requirements of 10CFR50.90 and 10CFR50.4.

The purpose of License Amendment Request 93-18 is to propose changes to the Seabrook Station Technical Specifications to allow operation of the core within an axial flux difference band which is expanded from the current band in the Technical Specifications. The proposed changes will also allow improved fuel cycle management through the implementation of core design enhancements. North Atlantic has previously submitted three topical reports [ Reference b] that provide justification for the' methodologies used in this License Amendment Request.

This License Amendment Request is a Cost Beneficial Licensing Action in that it provides substantial economic benefit to North Atlantic and does not reduce the protection provided to the health and safety of the public. The implementation of this amendment will provide signizant improvement in fuel utilization by reducing the number of fuel assemblies required for an equilibrium core reload from 80 to 72. This reduction will result in a savings of approximately $2,000,000 per operating cycle. In additiom '.he reduc. m in the number of fuel assemblies will result in a decrease in the generation of spent fuel and extends North Atlantic's spent fuel storage capabilities.

License An'endment Request 93-18 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

enclosed License Amendment Request have been forwarded to the State of New Hampshire State Liaison Officer pursuant to 10CFR50.91(b). In addition, North Atlantic has determined that License Amendment Request 93-18 meets the criteria of 10CFR51.22(c)(a) for a categorical exclusion from the reouirements for an Environmental Impact Statement (see Section Vil enclosed).

North Atlantic requests NRC review of License Amendment Request 93-18 and issuance of a license amendment by July 15,1994 (see Section VI enclosed).
