Peach Bottom Atomic Power Station, Units 2 and 3 Technical Specifications Change Request 93-23
Dear Sir:
Philadelphia Electric Company hereby submits Technical Specifications Change Request (TSCR) No. 93-23, in.accordance with 10CFR50.90, requesting a j
change to Appendix A of the Peach Bottom Facility Operating Licenses. The proposed Technical Specification Changes to Surveillance Requirements would eliminate unnecessary diesel generator testing when a diesel generator or an offsite power source becomes inoperable. The proposed change will increase i
diesel generator reliability by reducing the stresses on the diesel generators caused by unnecessary testing. This increased diesel reliability will result in an overall increase in plant safety.
Gulf States Utilities submitted a similar TSCR by letter dated May 2, 1989, to revise the River Bend Unit 1 Technical Specifications.
By letter dated September 29, 1992, the Commission issued Amendment No. 64 approving the request. Where appropriate, the enclosed TSCR was developed using the Gulf' States Utilities May 2, 1989 application and the corresponding Staff Safety Evaluation as a guideline. Generic Letter 93-05, "Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements for Testing During Power Operation," contained line-item 10.1, " Emergency Diesel Generator Surveillance Requirements (PWR,BWR)," which was also used as a guideline. The proposed change is compatible with Peach Bottom operating experience and is-consistent with the intent of the corresponding recommendation in NUREG-1366,
" Improvements to Technical-Specifications Surveillance Requirements," guidance in Generic Letter 93-05, and the format of the Peach Bottom Technical Specifications.
