PROPOSED IMPOSITION OF CIVIL PENALTY - $75,000 This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $75,000 will be issued on or 3
about October 24, 1990 to GPU Nuclear Corporation. This action is based on the failure of the licensee to properly implement its licensed operator requalification program.
Inadequate examination grading practices resulted
-in the issuance of passing grades to two licensed individuals who failed their biennial requalification written examination administered by the licensee. The civil penalty was escalated 50% because the NRC identified the violation.
It should be noted that the licensee has_ not been specifically informed of the enforcement action. The schedule of issuance and notification is:
Mailing of Notice October 24, 1990 Telephone Notification of Licensee October 24, 1990 The State of New Jersey will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC' evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
