EMERGENCY DIESEL CENERATOR PROJECT ADDITION MEETING

SUMMARY

On November 3, 1993, the staff met with representatives of the licensee at One White Flint North, Rockville, Maryland. The purpose of the meeting was to discuss the Point Beach Nuclear Plant Emergency Diesel Generator (EDG)

Addition Project. lists the meeting participants.

Following introductions, a brief summary of the purpose of the meeting, and a discussion on the proposed review schedule (Enclosure 2), the licensee provided a summary of the Emergency Diesel Generator Project (Enclosure 3).

Thc licensee's decision to execute the $36 million EDG addition project was based primarily on its economic merits. The project involves the construction of two safety-related EDGs complete with support equipment and structures.

The primary advantage to the licensee is that continued operation of the Point Beach Nuclear Plant during the removal of one EDG from service without entering a limiting condition for operation (LCO) would be allowed. Other benefits of the project include increased reliability and additional capacity of on-site emergency power sources.

The initial design and construction phase is being performed in accordance with 10 CfR 50.59.

The final phase, which includes plant electrical bus modifications, will require NRC approval and a license amendment.

The licensee indicated that the EDG addition project design will meet or exceed the current licensed design basis of the Point Beach plant.

The staff requested the licensee to provide their schedule for testing the two EDGs.

For both units to be made critical, the normal power supply and standby emergency power supply to all the 4160 Volt safeguards buses shall be I operable and the buses are energized from their normal supply. 2. For Unit I to be made critical, the normal power supply and standby emergency power supply to the 4160 Volt safeguards buses I A-05, 1 A-06, and 2A-06 shall be operable and the buses are energized from their normal supply. j 3. For Unit 2 to be made critical, the normal power supply and standby emergency power supply to the 4160 Volt safeguards buses 2A-05, 2A-06, and 1 A-05 shall be operable and the buses are energized from l their normal supply. 4. The normal power supply or standby emergency power supply to I A-05 or 2A-06 may be out of service for a period not exceeding 7 days provided an operable emergency diesel generator is supplying the bus for a loss of normal power supply. After 7 days, both units will be placed in t hot shutdown within the following 6 hours. 5.
