Dear Chairman Palladino:
I have recently met with a constituent of mine who has once again brought to my attention a matter of great, and continuing, concern regarding the Turkey Point Nuclear Power Plant, located in the 15th Congressional District of Florida, which I represent:
the steam generator tube degradation problem, involving tube leaks, crosion of the generator, and cracking and corrosion.
You may recall that I have contacted you previously regarding this matter.
Although these steam generator problems to date have fortunately been relatively minor, the NRC itself states in its February,1982 Steam Generator Status Report, "...such events can present a significant challenge to plant operators and safety systems," including " potential leak paths for radioactivity to the environment," and " radiation exposure of personnel."
As you know, the NRC has given its approval to Florida Power and Light Company's request to operate Turkey Point Unit //4 until October, 1982, even though this unit has been cited as potentially troublesome. A serious accident could occur in the meantine, until the repairs are made.
I would appreciate your informing me of the following: 1) On what information is the NRC basing its approval of the Florida Power and Light Company's request? 2) What hearing do the events in the steam generator tube rupture accident at the Ginna Plant in New York have upon the Turkey Point Plant?
I would appreciate your providing me with a response at your earliest possible convenience.
Sincerely, D/STE B. FASCELL Member of Congress DBF:RT
