Peach Botton Atomic Power Station, Units 2 and 3 Technical Specification Change Hequest for Extension to Filing of Semi-Annual Effluent Release Reports, dated January 21, 1987

Dear Sir:

This letter responds to a letter dated August 16, 1990 from G. Y. Suh, USNRC, requesting Philadelphia Electric Company (PECo) to provide additional information regarding preparation of semi-annual effluent release reports in support of the subject technical specification change request, dated January 21, 1987.

i Our submittal proposed changes to (1) provide an extension of 30 days to the existing 60 day requirement for filing the semi-l annual effluent release report and (2) eliminate a reporting requirement of Loss of Shutdown Margin which-is redundant to the Licensee Event Report (LER) reporting requirements.

we requested an exemption from the requirements of 10 CPR 50.36a(a)(2) to provide the 30 day extension for filing the semi-annual effluent release report.

l The extension of the semi-annual effluent release reporting requirement was considered necessary because of a 45 day processing 1-time required by the laboratory performing the effluent sample analyses.

Submittals of the report beyond the required 60 day period had occurred.

Since the submittal in 1987, we have (1) streamlined our processes for collecting the data and preparing the l

report and (2) revised our contract with the laboratory to include a penalty for delays in processing the samples.

Document Control Deck October 16, 1990 Page 2 We believe an extension to the semi-annual effluent release reporting requirements of the Technical Specifications and 10 CPR 50.36a(a)(2) is no longer necessary because our efforts have been effective in that the most recent four reports have been nubmitted within the required 60 day period.

We, therefore, request that our application for amendments to the facility licenses and exemption to 10 CPR 50.36a(a)(2) dated January 21, 1987 be withdrawn from NRC review.

This requested action also withdraws our requested change to.climinate the Loss of Shutdown Margin reporting requirement.

This subject will be addressed in a future submittal.
