Docket No. 50-285 i
Gentlemen:
The Omaha Public Power District has contracted with Exxon Nuclear Cc=pany to supply reload fuel for the Fort Calhoun Station Unit No.1, beginning with Cycle 6 operation of that plant which is scheduled to start March 1, 1980. The purpose of this letter is to advise you of the action we are planning to support the licensing for Cycle 6 opera-tien. We vill be submitting information similar to that developed by j
the Exxon Nuclear Company in support of the operation of other nuclear plants with fuel they have supplied, In summary, docu=entation vill be submitted which describes the mechanical, ther=al, and nuclear characteristics of the fuel and vill describe or reference =ethodology Exxen Nuclear uses in its fuel design. Also, accident and transient analyses for the Fort Calhoun Station operated with Exxen Nuclear-supplied fuel vill be sub=itted.
Matters which may require your special consideratien are as fol-lcws:
1.
ECCS Analysis i
Exxon Nuclear vill perfers an ECCS analysis in conformance with 10 CFR 50.L6 using its WREM-IIA evaluation model. A document describing the applicatien of this model for Fort Calhoun and a sa=ple problem vill be su'Utitted for your re-view and informal cencurrence of ccepliance with 10 CFR 50, Appendix K, prior to performing the analysis.
2.
Nuclear Set Points Exxon Nuclear vill evaluate the nuclear set points and, justify their adequacy in providing acceptable plant protection.

Gadolinium Urace as a Burnable Poison The Omaha Public Power District is considering the use of Gd 023 dispersed in UO2 fuel as a burnable poisen starting with Cycle 6 operation.
If we choose to use gadolinium, appropriate information describing its utilization in the Fort Calhoun Station vill be submitted.
A tentative schedule for submitting appropriate licensing inform-atien supporting reactor operation with Exxon Nuclear fuel en March 1, i
1930, is as follows:
Tentative Schedule for Cycle 6 Licensing Infernatien Submittals Methodolccy for Nuclear Set Pcint Evaluatien March, 1979 ECCS EM and Sample Problem (utilizing WREM-IIA)
August, 1979 Utilization of 3d 02 3 as Burnable Poisen September, 1979 Reload Application for Cycle 6, including information specified in applicable NRC Felcad Guide November, 1979 Also, we are presently censidering filing an application to ex-i tend the Fort Calhoun Statien's pcver level to at least 1500 MWt frc=
the presently licensed 1k20 'L*t.
Our plan veuld be to submit this ap-plicaticn by about Novenber,1979, and request approval to operate at the higher pcVer level sc=etime during Cycle 6.
Initial operation for Cycle 6 would be at the presently licensed pcwer level of 1k20 MWt.
We vould appreciate ycur early consideraticn of cur licensing plan r
for Cycle 6 cperation and your ecncurrence with the preposed schedule.
Please contact ce if you have questiens or ec==ents regarding either the technical program or document submittal schedule.
