Dear Mr. Seyfrit:

Reference:

OIZ Inspection Report 78-10, dated August 30, 1978 In reply to the above referenced inspection report, the Omaha Public i

Power District herein submits co=ments to indicate the status of the re-portad ite:a of noncompliance.

P Infraction 10 CFR 73 55(c) states that physical barriers of vita'l areas should be of sufficient strength to provide protection against industrial sabotage, and 10 CFR 73.2(f)(2) states that openings in valls should be secured by covering of sufficient strength such that the inte-grity of the vall is not lessened.

Centrary to the above, the transes opening abova the East dcor of the cable spreading room is secured by a construction (hs.rdware cloth) which lessens the integrity of the vall.

BesDonse (1) Ccr ective steps which have been taken and the results achieved.

The transem like opening directly above the East door of the cable spreading recs was covered with a steel mesh =aterial which did provide some degree of strength to protect against intrusion inro a vital area. Since this inspectica, the steel sesh over the tran-sem has been upgraded to an expanded netal pating which provides sufficient strength such that the interity of the vall is not reduced. The expanded metal grating was placed in an angle iren frs=e and all exterior screws were tack velded to ensure that screws eculd not be easily re=cved.

(2) Corrective steps which vill be taken to avoid further nonec=pliance.

An investigation has been performed of all vital area barriers to ensure there are no openings which would lessen the integrity of the wall. This inspection confir=ed that there are no other open-ings in valls of the vital area such that the integrity of these walls vould be lessened.

( 3) Date when full compliance vill be achieved.

The 0=aha Public Power District is presently in full compliance.

Sincerely, f
