VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 & 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGE HIGH HEAD SAFETY INJECTION FLOW BALANCING -- CLARIFICATION On November 10,1993, a proposed North Anna Technical Specification change was submitted to NRC on an emergency basis. The proposed change eliminated the simulated reactor coolant pump seal injection flow requirement in Technical Specification 4.5.2.h.1.c for the flow balancing of the high head safety injection (HHSI) lines. On November 15,1993, discussions with the NRC reviewer evaluating the proposed change were held. Based on those discussions, the following clarification is provided regarding administrative control of seal injection flow rates once the requirement is removed from the Technical Specifications.

First, appropriate seal injection flow rates will continue to be considered in the periodic surveillance tests that establish the minimum and maximum HHSl flow rates specified in Technical Specification 4.5.2.h.1.a. and b. Second, the seal injection flow rates during normal operation are consistent with the seal injection flow rates assumed during design basis accident conditions.

This clarification has been approved by the Station Nuclear Safety and Operating Committee.
