This letter transmits the results of the resident safety inspection conducted by Messrs. B. Norris,
R. Plasse, and W. Mattingly from August 8, thr~2gh September 18, 1993, at Nine Mile Point
- Units 1 and 2, Scriba, New York. . The inspectors based their findings on observation of
activities in progress, interviews with personnel, and selective examinations of procedures and
representative records. The resident inspectors discussed the i.nspection findings with members
of your staff at the exit meeting conducted on September 27,1993.

Your staff operated both units safely. This included excellent response by Unit 1 operators and
e
' maintenance staff to a loss of offsite power event and a fire in the auxiliary control room. Unit
2 operations, maintenance, and engineering personnel responded well during a loss of division
!

II emergency switchgear.
We identified an example where a visitor was not properly escorted within the protected area-

of the site; however, based on your prompt response and aggressive actions, a response to this
!
violation is not required. Additionally, we noted that you.were prompt and aggressive to resolve
an improper entry into the radiologically mntrolled area and the discovery that several
containment isolation valves had not been properly tested. Accordingly, these violations of NRC
- requirements, were not cited becuase the criteria for discretion specified in Section VII.B of the
NRC Enforcement Policy was satisfied.
