SUBJECT:

INSERVICE INSPECTION RELIEF REQUEST B-12 FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 (TAC NOS. M86755 AND M96756)

In a letter dated June 16, 1993, Southern California Edison Company (licensea) submitted Relief Request B-12 regarding the hydrostatic testing of certain welds in the 4-inch line from the main steam header to the auxiliary feedwater pump which is unisolable from the steam generator. The licensee had determined that this Code requirement was impractical to perform at both San Onofre Nuclear Generating Station, Units 2 and 3.

Based on the information provided by the licensee, the staff has concluded that, pursuant to 10 CFR 50.55a(g)(6)(i), the requirements of the Code are impractical and relief may be granted for Relief Request B-12.

The staff's Safety Evaluation is enclosed.

Sincerely, l
