NRC INSPECTION REPORT 50-482/93-26 (NOTICE OF VIOLATION)

This refers to the routine safety inspection conducted by
Dr. D. Blair Spitzberg and Mr. Jf n Pellet during the period September 20-24,
1993.
The inspection included a eview of activities authorized for your Wolf
Creek Generating Station. At the conclusion of the inspection, the findings
were discussed with you and those members of your staff identified in the
enclosed report.
Areas examined during the inspection are identified in the report and include
a review of the operational status of the Emergency Preparedness Program and a
regional inspection initiative in the area of knowledge and performance of
duties. Within these areas, the inspection consisted of selective examination
of procedures and representative records, interviews with personnel, and
observations by the inspectors. The inspection findings are documented in the
enclosed inspection report.
Based on the results of this inspection, certain licensed activities appeared
to be in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice). The violation involved your failure to correct an
emergency preparedness weakness identified by the NRC during the previous
inspection of this functional area conduc.ted in July 1992. The weakness
related to the capabilities of your operating :rews to accurately and promptly
classify emergency conditions during emergency scenario walkthroughs.
In addition to the violation discussed above, a weakness is identified in
Section 6.1 of the enclosed inspection report for failure to follow procedures
in making notifications to the NRC Operations Center.
Weaknesses, according
to 10 CFR Part 50, Appendix E.IV.F.5, are inspeuion findings that need to be
corrected by the licensee.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response to the violation
and the two weaknesses.
In your response, you should document the specific
actions taken and any additional actions you plan to prevent recurrence.
After reviewing your response, including your proposed corrective actions and
the results of future inspections, the NRC will determine whether further NRC

enforcement action is necessary to ensure compliance with NRC regulatory
requirements.
