Subject:
Detroit Edison Initiatives on Pressure Locking and Thermal Binding of Gate Valves at Fermi 2 The purpose of this letter is to provide details and schedules for Detroit Edison's on going initiatives regarding pressure locking and thermal binding of gate valves at Fermi 2 in response to an NRC requect made during a meeting with Detroit Edison on September-13, 1993. This information is also related to an Unresolved Item on this subject discussed in Section 2.3.5 of the Phase II MOV Inspection Report (heference 2).
The initiatives discussed at the September 13, 1993 meeting and scheduled completion dates are as follows:
o INITIATIVE 1:
Resolve prescure locking issue on the 6 valves in Design Calculation 5132.

Detroit Edison continues to participate in industry groups on this subject. Based on input from these industry groups and the reviews described above, changes needed in certain-details of our initiative 4 will be made, as appropriate.
