Docket No. 50-483
Union Electric Company
ATTN: Mr. Donald F. Schnell
Senior Vice President - Nuclear
Post Office Box 149 - Mail Code 400
St. Louis, M0 63166
Dear Mr. Schnell:
SUBJECT:
ROUTINE EMERGENCY PREPAREDNESS INSPECTION AT THE CALLAWAY PLANT
This refers to the routine safety inspection conducted by Mr. T. Reidinger and
Ms. H. Simons of this office on September 13-17, 1993.
The inspection
included a review of authorized activities at your Callaway facility.
At the
conclusion of the inspection, the findings were discussed with those members
of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of a selective examination of procedures
and representative records, interviews, and observation of activities in
progress.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice of Violation
(Notice). One violation involved the failure of the Radiological Release
Information System to provide accurate offsite dose projections. This
!
violation is of concern because of the importance of providing accurate
offsite dose projections to the offsite officials in the event of an
emergency.
We are also concerned that this violation was not identified by
your staff.
Two other violations involve the failure to provide adequate training to dose
assessment personnel and the failure to correct identified deficiencies in
i
dose assessment training. This violation is of concern because it
demonstrates a lack of coordination between the emergency preparedness and
training staffs.
In addition, records indicated that a decision was made by
management to allow inadequate training to continue by not correcting
~
identified deficiencies.
l
You are required to respond to this letter and should follow the instructions
'
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
