NRC INSPECTION REPORT 50-313/93-27; 50-368/93-27

This refers to the inspection conducted by Mr. C. J. Paulk and

Ms. P. A. Goldberg of this office on September 13-17, 1993. The inspection

included a review of activities authorized for your Arkansas Nuclear One,

Units 1 and 2, facility.

At the conclusion of the inspection, the findings

were discussed with you and those members of your staff identified in the

enclosed report. Also, telephone conversations were conducted on September 22

and 24, 1993, between Messrs. T. F. Westerman and R. J. King to discuss

additional informr. ion related to the inspection.

Areas examined during the inspection are identified in the raport. Within

these areas, the inspection consisted of selective examinat % of procedures

and representative records, interviews with personnel, and observation of

activities in progress. The purpose of the inspection was to determine

whether activities authorized by the license were conducted safely and in

l

accordance with NRC requirements.

It was identified that the licensee had failed to have information to properly

identify the subcomponents of the safety-related service water strainer for

Emergency Chiller CV-6036. This resulted in procurement and installation of

an improper mesh insert.

This was in violation of Criterion VIII of

Appendix B to 10 CFR, Part 50.

This violation is not being cited because the

criteria in paragraph VII.B.1 or' Appendix C to 10 CFR Part 2 of the NRC's

" Rules of Practice" were satis /ied.

In accordance with 10 CFR 2.730 of the NRC's " Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
