REQUALIFICATION EXAMINATIONS AND REQUALIFICNTION

PROGRAM EVALUATION REPORT 50-245/93-25 (OL)

During the week of September 13, 1993, the NRC staff conducted licensed operator

requalification examinations and completed a program evaluation at the Millstone Unit 1

Nuclear Power Station. The requalification examinations and program evaluation were

,

conducted using Revision 7 of NUREG-1021, " Operator Licensing Examiner Standards."

The licensed operator requalification training (LORT) program is important to nuclear safety

because it helps to assure a high level of operator proficiency in dealing with normal and

emergency events.

,

On September 17, 1993, the preliminary findings related to the preparation and

administration of the examinations were discussed with those members of your staff

identified in the enclosed report.

All fifteen licensed operators passed the requalification examination and all three crews

passed in the simulator. The results of the examinations were satisfactory and in accordance

with Examiner Standard 601 criteria. However, because the program was unsatisfactory in

1991 and 1992, the corrective actions for significant program weaknesses that were identified

previously must be completed and determined to be satisfactory by the NRC staff before a

determination of the program status can be made.

The written examination, dynamic simulator scenarios, and job performance measures that

were proposed for the examination required no significant revisions.

Attachment 4 of this letter documents the meeting we had on August 4,1993, in the Region

1 office. The meeting was of mutual benefit.

We received your two letters dated August 6,1993 requesting changes in crew composition.

.

One request was to substitute an operator to reflect current shift configuration. The other

request dealt with using the shift supervisor staff assistant (SSSA) as part of the normal crew

for examination purposes. Both requests were granted.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and

the enclosures will be placed in the NRC Public Document Room.
