This report transmits the findings of the safety inspection conducted by the resident inspectors.

at the Calvert Cliffs Nuclear Power Plant. At'the conclusion of the inspection, they discussed ~

these findings with Mr. Case of your staff.

Areas examined during this inspection are~ described in the NRC Region I inspection Report,that

is enclosed with this letter and were selected to ensure that your facility'is operated with due:

regard for the public health and safety. Within these areas, the inspection consisted of selective

,

examinations of procedures and ' representative - records, interviews with personnel,' and -

i

observations by the inspectors. .Overall,'the NRC has concluded that your facility was operated

safely. A good safety perspective was observed during your preparations: for'a possible

hurricane.

The NRC conducted a review of your measuring and test equipment (M&TE) program and.

concluded that the program was generally properly implemented. However, your control of

M&TE in two areas was inadequate in that BG&E failed to mark and segregate non-conforming'

M&TE. This was a violation of NRC requirements, but it was not cited because the criteria for -

discretion specified in Section VII.B of the NRC Enforcement Policy.were satisfiede-
