North Atlantic Energy Service Corporation (North Atlantic) encloses herein License Amendment L

Request 93-11. This License Amendment Request is submitted pursuant to the. requirements of 10CFR50.90 and to 10CFR50.4.

The purpose of License Amendment Request 93-11 is to propose changes to the Seabrook Station i

Technical. Specifications. Currently the Technical Specifications require verification of both Emergency

1 Diesel Generator speed and frequency. The proposed changes will correct an inconsistency within the i

. Technical Specifications by deleting the requirement to verify Emergency Diesel Generator speed.; The requirement to verify generator frequency remains unchanged. North Atlantic discussed the inconsistency -

and proposed License Amendment Request with representatives of the NRC on September 7 and 8,1993.

License' Amendment Request 93-11 has been reviewed and approved by the Station Operation Revie,. Committee and the Nuclear Safety Audit Review Committee; L

As discussed in the enclosed License Amendment Request,Section V, the proposed changes do i

not involve a significant hazards consideration pursuant to 10CFR50.92. A copy of this letter and the i

. enclosed License Amendment Request have been forwarded to the State of New Ilampshire State Liaison Officer pursuant.to 10CFR50.91(b).

Amendment Request 93-11 meets the criteria of 10CFR51.22(c)(a) for a categorical exclusion from the s requirements' for an Environmental Impact Statement (see Section VII enclosed).
