INCONSISTENT TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENT, ELECTRICAL POWER SYSTEMS, A.C. SOURCES (TAC M87706)

This letter confirms discussions held with representatives of North Atlantic Energy Service Corporation (North Atlantic) on September 7 and 8,1993, i

regarding an inconsistency ia Technical Specification (TS) Surveillance Requirement 4.8.1.1.2 a.5.

That surveillance requirement specifies, among others requirements, that within 10 seconds after a start signal the diesel reaches a speed of at least 514 rpm and the generator frequency has stabilized i

at 60 i 1.2 Hz.

North Atlantic's procedure for determining conformance with these requirements is to verify that the generator frequency has reached at least 58.8 Hz 10 seconds after the start signal and does not exceed 61.2 Hz. Generator frequency and timing is available from the plant computer. Engine speed is not available as a computer monitored variable, but it can be obtained from local instrumentation. However, North Atlantic considers that determining engine speed timing from the frequency measurement is more accurate.

TS 4.8.1.1.2 a.5 is inconsistent in that the lower limit acceptance value specified for the direct-connected generator frequency corresponds to an engine speed of 504 rpm, but the specified minimum engine speed corresponds to the nominal frequency of 60 Hz. With regard to this surveillance specification, we consider the parameters of significance to be the frequency, voltage, and time following the start signal, i.e., the diesel-generators i

should be able to accept in the proper sequence and continue to carry safety-r related electrical loads starting 10 seconds af ter a start signal. Since the generator is directly connected to the engine and the two must turn at the same speed, the speed specification is redundant. This is recognized in the Improved Standard Technical Specifications where comparable engine speed requirements do not appear.

i We consider that a surveillance test that determines the generator frequency and voltage to be within the specified limits within 10 seconds after a start signal satisfies this portion of the surveillance requirement. However, North Atlantic is requested to propose an amendment to the operating license that j

resolves the inconsistency.
