Weaknesses (498/9325-03, 04: 499/9325-03, 04) Houston Lighting and Power Company (HL&P) has reviewed NRC Inspection Report 93-25 and submits the attached responses to the Emergency Preparedness Program weaknesses identified during the inspection. The responses include the reason for the weakness, a j ' description of our corrective actions and the schedule for completing those actions. HL&P recognizes that emergency classification has been identified by the NRC as a weakness in previous emergency drills. HL&P believes that having emergency classification training in each Licensed Operator Requalification session in 1993 and changeover to the NUMARC methodology for emergency classification, which are corrective actions contained within the attached responses, will be effective in precluding recurrence of this weakness. > If there are any questions, please contact either Mr. M. ST-HL-AE-4572 Page 1 of 2 Response to Emercency Preparedness Weaknesses Weakness (498/9325-03; 499/9325-03) l One Control Room operating crew failed to properly classify conditions corresponding to an Alert. Reason for Weakness 1 A station decision was made in early 1993 to defer Licensed Operator j Training to permit operators to support outage tasks. This training I was not resumed until June resulting in a degradation of the operator's i familiarity with Emergency Response procedures. Corrective Action . The following actions are being taken to prevent recurrence: 1. Emergency classification training will be conducted in each Licensed Operator Requalification session for the remainder of 1993. Emergency classification training is provided to each operating crew during each Licensed Operator Requalification session, either in a classroom environment or in.the simulator. A member of the Emergency Response Division staff evaluates Licensed Operator's performance in the simulator. Based on the Licensed Operator's performance, an appropriate level of training will be scheduled for 1994. 2. The station Emergency classification procedure will be revised to correspond with the NUMARC methodology of emergency classification. When approved, personnel involved in emergency classification will be trained on the new Emergency Action Levels, as well as the bases.
