Subject: Combined Inspection Nos. 50-220/93-12 and 50-410/93-12

Safety inspections of the Nine Mile Point Nuclear Power Station emergency preparedness

(EP) program and annual full-participation emergency exercise were conducted by Mr. C.

Gordon of this office on June 15-18 and July 12-14, 1993. Discussions of our findings were

held by Mr. Gordon with your staff at the conclusion of these inspections.

Areas examined during the inspections are described in the NRC Region I Inspection Report

which is enclosed with this letter. Within those areas, the inspection consisted of program

and exercise observations by the inspector, interviews with personnel, and examination of

selected proccdures and records.

Overall, this inspection found very good EP program implementation. Support from site

management was evident. Overall very good performance was noted during walk-through

scenarios with shift operations personnel. Emergency response facilities and equipment were

operationally ready, but some weaknesses were noted in the administration of the emergency

response training program for other than shift operations personnel. Independent program

audits were well performed, and there was appropriate overall implementation of the Site

Emergency Plan during the annual exercise.
