An announced inspection at the Peach Bottom Atomic Power Station was conducted by Mr.

L. Eckert on August 2-6,1993. The inspection findings were discussed with members of

'

your staff on August 6,1993.

Areas reviewed during the inspection were important to health and safety and are discussed

in the enclosed inspection report. These areas included changes to the radiological controls

program, Radiological Occurrence Reporting (ROR), the program for maintaining radiation

i

exposures as low as reasonably achievable (ALARA), external dosimetry, Nuclear Quality

Assurance (NQA) audits, and shipping of low-level wastes for disposal.

The inspector noted that the Unit 3 mini-outage was successful from an ALARA standpoint,

and that the audit program was well implemented. However, he also noted one area that we

believe warrants your attention to assure resolution. The lack of comprehensive corrective

actions for some radiological discrepancies developed under the ROR process was considered

a significant radiological controls program weakness. A previous audit of the radiological

controls program by NQA identified a significant breakdown concerning radiological controls

program oversight. In particular, a weakness was noted in the area of radiation worker

attention to detail and adherence to instructions provided by radiological controls staff.

Further, a recent audit by NQA found that opportunities for improvement remained

concerning the corrective action and self-assessment process in the radiological controls

program. Accordingly, within 30 days of receiving this letter, we request that you provide

us in writing your planned actions and associated completion schedules to address this

weakness. No violations of regulatory requirements were identified.
