SUBJECT: NRC INSPECTION REPORT 50-528/93-36, 50-529/93-36, AND 50-530/93-36

This refers' to the inspection conducted by Messrs. M. Schuster and D. Schaefer

of this office on August 30 - September 3,1993. Ms. N. Ervin, NRR,

, accompanied the Region V personnel. The inspection -included a review of-

activities authorized for your Palo Verde facility. On September 3, 1993, the

preliminary findings were discussed with Mr. Frank Kroll and other members of

your staff identified in the enclosed inspection report.

.

Areas examined during this inspection were the elements of your Access

,

l

Authorization Program as required by 10 CFR 73.56, " Personnel Access

>

,

'

Authorization Requirements for Nuclear Power Plants." The inspection

!

consisted of selective examination of procedures and representative records,

i

interviews with personnel, and observations of activities in progress.

The

'

inspection findings are documented in the enclosed inspection report.

Based on the results of this inspection, it appeared that one of your

activities was not conducted in full compliance with NRC requirements as

discussed in paragraph 3.d of the enclosed report. This licensee-identified

.

violation pertains to failure to notify individuals with unescorted access

i

l

authorization of their responsibility to report any arrest that may impact

upon their trustworthiness. This violation would normally be classified as a

!

Severity Level IV violation. However, because you identified and took prompt

!

corrective actions for this violation we have decided to classify this as a

non-cited violation in accordance with the criteria set forth in 10 CFR Part

'

2, Appendix C,Section VII.B(2).

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

'

this letter and its enclosure will be placed in the NRC Public Document Room.
