Letter from H. W. Newton (SCE) to A. L.'Coe (California Regional Water Quality Control Board, San Diego Region), NPDES Monitoring Report Units 1 and 2, August 30, 1993 This letter transmits a copy of the NPDES monitoring report for San Onofre Nuclear Generating Station (SONGS) Units 1 and 2 for the month of July 1993.
This letter is being provided in accordance with Section 6.16.2.c of the Technical Specifications to Possession Only License No. DPR-13 for SONGS Unit 1,-and Section-3.2 of Appendix B of Facility Operating licenses NPF-10 and NPF-15 for SONGS Units 2 and 3.
These require Southern California Edison to report violations of the National Pollutant Discharge Elimination System (NPDES) permit to the NRC. Two violations are being reported by this submittal.
A violation of the Unit 1 permit involved one instance in which the oil and grease limit was exceeded for the plant drains.
A violation was also reported in the Unit 2 NPDES Discharge Monitoring Report.
This violation involved the discharge of water from the liigh Flow Make-up Demineralizer Waste Neutralizatic.7 Tank to the circulating water system outfall prior to neutralization.

the outfall of both Units 2 and 3, this event also applies to Unit 3.
The neutralization of the waste water is required by the permit; therefore, a permit violation occurred even though the pH limit at the circulating water system discharge remained within limits.

Dear Mr. Coe:
The NPDES Discharge Monitoring Report (DMR) for San Onofre Unit 1 covering the r.ionth of July is submitted in _accordance with the requirements of Order No.88-001 (NPDES Permit No. CA0001228). - A summary of the generating unit's status and significant-analytical results is provided below.
l The unit was permanently removed from service in November 1992.
All sampled water sources were found to be within permit limits with one exception.
A sample taken on the Plant Drains indicated 23.7 ppm for oil and grease.
A re-sample taken on 7/25/93-indicated-within limits at 7.0 ppm.
All subsequent samples have indicated within permit limits for oil and grease.
Purcuant to Order No.88-001, Reporting Requirement 12, the following representative has prepared and is authorized to sign the reports required by this order:

covering the month of July is submitted in accordance with the requirements of Order No. 85-11 (UPDES Permit No. CA0108073).
A summary of the generating unit's status and significant analytical results is provided below.
The unit was shutdown for a scheduled refueling outage all month and all sampled water sources were found to be within permit limits.
On July 30, approximately 8500 gallons of water was released from the High Flow Makeup Demineralizer Waste Neutralization Tank to the combined discharge prior to neutralization.
In our NPDES i
permit it states the following: "The Ph is adjusted to acceptable limits by the addition of sulfuric acid or caustic soda.
Upon neutralization, the regeneration wastewater is then piped to the condenser cooling water system for subsequent discharge to the outfall."
Therefore, the wastewater was not neutralized prior to being discharged to the combined discharge.
However, samples taken at the combined discharge for Ph indicated within permit limits.
This event also applies to Unit 3 since this waste stream was discharged to both units' outfalls simultaneously.
. A phone notification from David Kay was made to your office later that day.
Since that time, changes have been implemented to prevent such an occurrence from happening in the future.
