Subject:
Design Bases Documentation and Reconstitution Plan, San Onofre Nuclear Generating Station Units 1, 2, and 3 Enclosed is Revision 7 of Southern California Edison's (SCEs) " San Onofre Design Bases and Reconstitution Plan." As discussed in the above reference, revisions to the program plan provide notification to the NRC of significant program changes. This revision identifies e reduction from the program scope as originally envisioned.
The revised scope includes completion of 26 DBDs and resolution of all open items resulting from the DBD effort. The 26 DBDs that will be completed within the program include 15 system DBDs and 11 Topical DBDs. The 15 system DBDs cover about 100 of the 150 designated plant systems originally envisioned to be included in the DBD program. The 11 Topical DBDs within the program cover high priority generic design bases areas. We have reviewed the remaining systems and issues which were included in the original DBD Program Plan and have concluded that these DBDs would provide little incremental safety benefit.
This review included consideration of SCE's Individual Plant Examination.
Based on this review, we have concluded that the existing design bases documentation on the systems listed for deletion is adequate and does not warrant the development of a DBD. Appendix A of the enclosure provides a summary of the review and a comparison of the current scope to the scope of the above referenced 1992 DBD Program Plan.
Finally, based on an internal assessment, it is concluded that the current DBD-i program meets the recommendations contained in NUREG-1397, "An Assessment of Design Control Practices and Design Reconstitution Programs in the Nuclear Industry," February,1991.
