NOTICE OF ENFORCEMENT DISCRETION FOR ENTERGY OPERATIONS, INC.
REGARDING WATERFORD STEAM ELECTRIC STATION, UNIT 3 (NE00 93-4-001)
By letter. dated September 28, 1993, you requested relief from the required actions in Technical Specification 3.6.2.1, " Containment Spray System," to allow for plant operation until the inoperable condition of Containment Spray Train A can be corrected. This inoperable condition occurred as the result of a high differential pressure condition across Containment Spray isolation valve CS125A that prevents the valve from opening.
Your staff has indicated that this condition occurs due to the physical piping layout and the presence of air in the system.
Your staff has proposed repairs to the Train A to correct this situation. These repairs will include adding an additional vent path and further conduct of a special test procedure that will perform additional venting, determine the presence of air in the system, and collect additional system data.
Based on our review of your request and subsequent telephone discussions with your staff, we have concluded that plant safety will not oe unduly compromised and we are satisfied that such action is in the best interest of the public health and safety. Our conclusion is based upon the information contained in your letter, including the availability of the Containment Spray Train B, a 100 percent redundant system.
It is our understanding that there is i
sufficient difference between Train A and Train B such that it ;s improbable that conditions affecting the Train A operability have any effect upon Train 8 operability.
Therefore, it is our intention to exercise discretion not to enforce compliance with Technical Specification 3.6.2.1, " Containment Spay System," as described in your request, for the purpose of conducting the repairs and additional testing. The relief is granted for a period of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> beginning from 3:05 p.m. on September 28, 1993, and extending to 3:05 p.m. on October 1, 1993.
This action is taken in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, dated i
i March 17, 1993.
This decision does not preclude the NRC from considering enforcement action for the conditions that led to the need for this Notice of Enforcement Discretion.
