RESPONSE TO GENERIC LETTER 91-11, " RESOLUTION OF GENERIC ISSUES 48,

'LCOs FOR CLASS lE VITAL INSTRUMENT BUSES,' AND 49, ' INTERLOCKS AND LCOs FOR CLASS lE TIE BREAKERS' PURSUANT TO 10 CFR 50.54(f)" FOR MCGUIRE UNITS 1 AND 2 (TAC N05. M82429 AND M82430)

On July 18, 1991, the NRC issued Generic Letter (GL) 91-11 that contained the staff resolution of Generic Issues 48 and 49. The GL required licensees to certify that procedures exist which contain time limitations and surveillance requirements for vital instrument buses (VIBs), inverters or other onsite power sources for VIBs, and tie breakers.

If procedures do not exist, a justification demonstrating the reasons why the controls are not needed is required by the GL.

By letter dated January 31, 1992, you responded to the GL explaining the appropriate administrative controls, procedures and/or mechanical devices that were in place to ensure conformance with the GL for the McGuire site.

The staff has reviewed your response and finds that it meets the reporting requirements set forth in GL 91-11. This completes the staff's activities on TAC Nos. M82429 and M82430.
