SUBJECT:
ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION (EDSFI) FOR MILLSTONE UNIT 3 This letter confirms the dates of October 18-22,1993, and November 1-5, 1993, for a partial EDSFI at Millstone, Unit 3. A partial EDSFI is being conducted because of a self-conducted l
EDSFI completed by Northeast Utilities in February 1992. Our plan for this inspection was discussed with your staff during a telephone call between Mr. T. Cleary of your organization l
and Mr. Aniello Della Greca of the NRC Region I office. The inspection will take place in Berlin, Connecticut.
A management entrance meeting is scheduled for 1:00 p.m. on October 18,1993, at the corporate offices in Berlin, Connecticut. The management exit meeting is tentatively scheduled for 1:00 p.m. on November 5,1993, also at the corporate offices.
i The purpose of this inspection is to determine whether the electrical distribudon system (EDS) at Millstone Unit 3, as designed, installed, and configured, is capable of performing its intended functions during all plant operating and accident conditions. For this purpose, the NRC will review the scope and results of your self-conducted EDSFI and perform an independent evaluation of select electrical system attributes.
To support the scope of the inspection, we request that you provide us at least two copies of the documents identified in the enclosure by October 7,1993, to be picked up by Mr. Aniello Della Greca at the inspection site. We also request that Northeast Utilities be prepared to provide to the inspection team, on October 18,1993, following the entrance l
meeting, a brief presentation addressing the design of the station electrical distribution system and associated support systems, the scope and results of the self-conducted EDSFI and j
schedules to address findings.
