January 9, 2020 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety
& Security, Room 33200 HST Bureau of International Security
& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520
Dear Mr. DeLaBarre:
Enclosed is an application received by the U.S. Nuclear Regulatory Commission (NRC), dated October 30, 2019, from Halliburton Energy Services, for a specific license (PXB184.03) to export Category 2 quantities of Americium-241, Americium-241/Beryllium, Cesium-137, Cobalt-60, and Californium-252 to Angola and India. The sealed source will be used for oil and gas well logging operations.
The purpose of this amendment is to: 1) add six additional addresses in India, 2) remove Pakistan from the list of Ultimate Consignee(s), 3) extend the expiration date from May 31, 2020 to January 31, 2023, and 4) update the licensees mailing address.
Since India and Angola are on the Restricted destinations list (10 CFR Part 110.29), before taking action on this new request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
Sincerely, 1/9/2020 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs cc w/enclosure:
