This letter refers to the physical security program inspection conducted by Messrs. G. C. Smith

and R. J. Albert of this office on August 30 - September 2,1993, at Waterford, Connecticut,

of activities authorized by NRC License Nos. DPR-21, DPR-65 and NPF-49 and to the

discussions of our fmdings held with Mrs. P. Weekly and other members of your staff by

Mr. Smith at the conclusion of the inspection.

Areas examined during the inspection are important to public health and safety and are described

in the NRC Region I inspection report which is enclosed with this letter. The inspection

'

consisted of selective examinations of security procedures and representative records, interviews

with personnel and observations by the inspectors.

I

We found that your physical security program is effective and directed toward assuring public

health and safety. Based on several program enhancements, management support for the

'

program was evident.

No safety concerns or violations of regulatory requirements were

identified.
