RESPONSE TO MEMORANDUM OF AUGUST 23, 1993, INQUIRING ABOUT USE OF THE INDIVIDUAL PLANT EXAMINATION (IPE) DATABASE FOR ADVANCED REACTOR EVALUATIONS t-By memorandum dated August 23, 1993, you inquired about the staff's plans to I

use the computerized database being developed by Brookhaven National Labora-tory (BNL) in its evaluations of new advanced light-water reactor (ALWR) l designs. As you stated, the database, which compiles plant-specific informa-

.l tion from the IPE submittals, could prove useful in the ALWR evaluations. You also asked to what extent the staff uses the performance findings developed by the Office of Analysis and Evaluation of Operational Data (AE0D) in its ALWR design reviews.

In completing our safety evaluations, the staff has utilized insights from a wide range of sources'in developing requirements for ALWRs. These sources i

include; PRAs of operating reactors, Severe Accident Research, and Operational Experience. These insights have led us to propose additional requirements for

ALWRs in a number of areas including: ATWS, station blackout, fire protec-tion, core debris flooding, containment overpressure protection, and contain-ment cavity materials.

In addition, a design-specific PRA was conducted and reviewed by the staff to determine if additional design enhancements were warranted. The BNL IPE database, when complete, will be an excellent source of data for the staff to use. The staff expects to use this database to the extent practical in the passive ALWR reviews.

AE0D results of performance findings are used indirectly in the ALWR reviews.

Reviews of the ALWR PRAs focus on determining whether equipment reliability and initiating event frequencies can be achieved, based on past experience with existing plants. For example, the staff agreed with the relatively low trip rate assumed in the ABWR PRA because data for existing plants has shown j

an improving plant trip rate. However, the significance of the specific-

reliability and event frequency data used in the PRA is less important than j

the results of sensitivity and importance analyses used to determine which 1
