Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A of the above mentioned license.

Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.

This letter supersedes in its entirety our previous Application for Amendment dated May 7, 1993 (NMP2L 1383).

The proposed Technical Specification changes contained herein represent changes to the Index, Table 1.2, " OPERATIONAL CONDITIONS," Section 3/4.10, "Special Test Exceptions," and the Bases. The addition of Specification 3/4.10.7, " Inservice Leak and Hydrostatic Testing," permits remaining in OPERATIONAL CONDITION 4 with reactor coolant temperatures up to 212 F to facilitate inservice leak and hydrostatic testing. The proposed changes require that secondary containment, which includes automatic isolation dampers and the Standby Gas Treatment System, be operable.

The proposed changes contained in our May 7,1993 Application were based on the

" Improved Standard Technical Specifications," NUREG-1433, dated September 28,1992, which contain no limit on reactor coolant temperatures for hydrostatic and leak testing during OPERATIONAL CONDITION 4. During review of the Application, the Staff expressed concerns about the lack of a temperature limit in NUREG-1433 and the consequences of a postulated leak or pipe break at elevated temperatures during hydrostatic or leak testing. In lieu of addressing a pipe break at elevated temperatures, we propose a temperature limit of 212 F during hydrostatic and leak testing in OPERATIONAL CONDITION 4.
