GNRO-93/00118 Gentlemen:

Following a series of telephone conferences on September 20,1993, NRC Region ll granted enforcement discretion from the Grand Gulf Nuclear Station Technical Specifications (TS) Surveillance Requirement 4.4.1.2.2 due to -

problems encountered with the jet pump differential pressure instrumentation measurements. The TS requires that differential pressure measurements be '

taken on each of the individual jet pumps within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> after entering OPERATIONAL CONDITION 2 and at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> thereafter.

l In order to avoid similar situations in the future, we are proposing herein that the l subject surveillar2ce be removed from the GGNS TS and replaced with a l provision which would allow the surveillance to be performed within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after achieving 25% Rated Thermal Power or within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> of placing an associated recirculation loop in service. l The proposed change, for all practical purposes, is an administrative change to adopt a provision that has previously been approved generically in NUREG 1434, improved Technical Specifications. GGNS is the lead plant for the BWR Improved Technical Specification Program and would have included the enclosed change as part of that effort in early October of this year. Improved Technical Specification Program and would have included the enclosed change as part of that effort in early October of this year. However, the potential for recurrence of the differential pressure measurement difficulties now dictates that we pursue this change early.

The attachment to this letter provides the marked up TS pages and the safety basis for the proposed change.

This request has been reviewed and accepted by the Plant Safety Review Committee. Based on the guidelines of 10CFR50.92, Entergy Operations has concluded that this request involves no significant hazards considerations.
