Dear Mr. Faulkenberry:
By the above referenced letter, SCE committed all Shift Technical Advisors (STAS) at San Onofre Units 1, 2,
and 3 to hold a valid, plant specific SRO license prior to performing STA duties. However, to facilitate the conversion of Unit 1 STAS to Unit 2 and 3 STAS, SCE will take an exception to this prior commitment.
This exception is required because the Unit 1 STA's do not have valid SRO licenses for Units 2 and 3.
These previously qualified and SRO Licensed Unit 1 STAS will complete a Units 2 and 3 SRO Certification Program designed to meet the requirements of the accredited license program.
Since this group of STAS will not receive an NRC License, those elements of the accredited program which are in the program only to support the licensing process will be waived.
After completing this one time conversion of Unit 1 STA's to Unit 2 and 3 STAS, SCE will continue to require STA candidates to hold a valid, plant specific SRO license prior to performing STA duties.
