SUBJECT:

ROUTINE EMERGENCY PREPAREDNESS EXERCISE INSPECTION AT THE PRAIRIE

ISLAND NUCLEAR GENERATING STATION

This refers to the routine emergency preparedness inspection conducted by

Mr. C. Cox and others of this office on August 30-September 2, 1993.

The

inspection included a review of authorized activities for the Prairie Island

Nuclear Generating Station. At the conclusion of the inspection, the findings

were discussed with those members of your staff identified in the enclosed

report.

Areas examincd during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

No violations of NRC requirements were identified during the course of this

inspection.

However, one inspection followup item identified in Section 6.a

of the report raised a significant concern. According to your Emergency Plan

Implementing Procedures (EPIPs), your staff is not required to start the

activation and notification clock until after the event notification form has

been filled out and approved by your Emergency Manager. The NRC position is

that the clock starts at the time the Emergency Manager determines er should

have determir.ed that conditions have been met to declare an emergency.

The

time spent filling out and approving event notification forms is part of the

time allowed by the regulations to activate your emergency response facilities

and make the required notifications.

Your staff acknowledged the NRC position

on classification and agreed to revise EPIP F3-2 to reflect the NRC position.

We request that you submit the revision to EPIP F3-2 to us within thirty days

l

of the date of this letter.

In accordance with 10 CFR Part 2.790 of the Commission's regulations, a copy

of this letter and the enclosed inspection report will be placed ir. the NRC

Public Document Room.
