NRC INSPECTION REPORT NOS. 50-325/93-32 AND 50-324/93-32
This refers to the special announced team inspection conducted by
R. E. Carroll of this office on August 16-20, 1993. This inspection was the
first of several special team inspections planned to specifically evaluate the
effectiveness of those efforts being taken to bring about long-term sustained
improvement at the Brunswick Nuclear Plant.
Focusing on the Brunswick Three-
Year Plan and CP&L's Corporate Improvement Initiatives, this inspection
assessed improvements in management oversight / leadership, as it relates to:
expectations and standards; senior management involvement; overall management
control; and communications. At the conclusion of the inspection, the
findings were discussed with those members of your staff identified in the
enclosed report.
Specific areas examined during the inspection are identified in the report.
Inspection of these specific areas consisted of selective examinations of
procedurcs and representative records, interviews with personnel, and
observation of activities in progress.
Within the scope of the inspection, violations or deviations were not
identified.
The report concludes that there has been progress towards
improving expectations and standards, senior management involvement, overall
management control, and communications. Tempered with the uncertainties of
resource planning-related initiatives, management of the Three-year Plan has
thus far been in favorable contrast with that of the previous Integrated
Action Plan. However, as addressed in the enclosed report, the need for
continued improvement is evident.
As indicated earlier, it is NRC's intent to conduct several more such special
inspections. These future inspections are intended to focus on improvements
within the areas of work control processes, self-assessment / corrective action
programs and material condition upgrade, as well as to assess the continued
effectiveness of management oversight / leadership.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
